In the first-run days, we considered it best practice to apply clear splicing tape to the film before adding the foil cue in order to make it more easily removable. I did this for dot cues and I've seen it done for the barcode sticker cues that were used by United Artists, but I guess if there were foil strip cues that were short enough it could have been done for them as well. Having never worked in a museum or gallery setting, I'm not sure whether this should be a recommended practice for that application, but if they're using single frame cues I think it should be. Removing dot cues (and other mid-frame cues) requires you to handle the picture area, and they often leave a small amount of adhesive around the edge of the circle.
